See manual. Mikrotik API, use address list.

Make firewall rules to block (or redirect to stub) all packets, which src-addr not in addr-list "ALLOW". Thats all

Ubilling has creating address list "ALLOW" and disabled/enabled it automatically by event OnConnect/OnDisconnect via API.
